Aneil Kumar, President

Mr. Kumar has 25 years of professional experience successfully leading the growth and development of business organizations in the federal contracting arena. He began his career working as an environmental engineer for a government contractor where he provided technical expertise to the Virginia Department of Transportation and the Buffalo District, U.S. Army Corps of Engineers. After completing a master’s degree in engineering management, Mr. Kumar successfully managed several multi-million dollar programs for the U.S. Army Corps of Engineers, Norfolk District and Naval Facilities Engineering Command, Atlantic District. In 2003, Mr. Kumar capitalized on his entrepreneurial expertise and acquired a small IT firm, Techlogic of Virginia. He re-branded the company as Applied Sciences and Information Systems (AScIS) and grew the corporate footprint to a nationwide presence that included a full portfolio of environmental services and custom software development offerings. With the recent acquisition of AScIS assets on September 1, 2017, Mr. Kumar became the president of DDC-4C where he is able to leverage his thorough knowledge of best practices and the federal marketplace to further develop DDC-4C’s federal practice.

Anson Dooley, Vice President

Mr. Dooley brings to DDC-4C extensive leadership skills and a diverse background in the construction industry. With more than 17 years of construction management experience and proven expertise in supervising major electrical projects, Mr. Dooley ensures that projects are completed on-time and within budget. An accomplished and dedicated leader, Mr. Dooley promotes a collaborative, team environment that spurs organizational growth and innovation. His field experience includes successful high profile projects for major customers including: Sandia National Labs, Los Alamos National Labs, URENCO Uranium Enrichment Facility, and Albuquerque International Airport. Mr. Dooley has been recognized as a leader and ascended in the construction industry assuming roles of increasing responsibility including journeyman, assistant general superintendent, and electrical superintendent. He is a member of the Navajo nation and currently serves as vice president for DDC-4C.
